Effective 1 July 2024, stamp duty on eligible business insurance products will be reduced from the current 10% to 9% for the 2024-25 renewal period and will continue to decrease by 1% each year until it reaches 0%. This change is estimated to save our clients around $7 million during the 2024-25 renewal period.

If your organisation owns or uses aircraft or an airfield, there’s a risk of aircraft damage or injured passengers. VMIA’s aviation insurance policies cover you against these risks.
We have two types of aviation insurance:
- Hangar keepers' liability covers your legal liability for accidents at the airfield where your aircraft is stored, damage to aircraft and aircraft equipment in your care, custody and control. Legal liability for aircraft maintenance, sales and repair operations is also covered.

Panel of External Expert Reviewers (PEER) Program
The PEER Program forms part of Safer Care Victoria’s (SCV) Incident Response Program. It provides a centralised pool of independent panel members that health services can invite to participate in serious or sentinel event review work — for example, on a root cause analysis (RCA) panel.

The Victorian Government communicated that from 1 July 2019, non-government organisations who deliver services to children and receive Victorian Government funding will be required to be:
- incorporated separate legal entities that can be sued in their own right in child abuse proceedings, and
- appropriately insured against child abuse.
If your organisation holds insurance with us under the Community Service Organisation Program, Community Service Organisation Education Program or has been issued a Combined Liability Policy, you have insurance in place for child abuse claims.
However, if there are any changes to your funding arrangements from the Victorian Government, this may impact your eligibility for VMIA insurance cover. It is important to note that if there is a change to your Victorian Government funding, you must contact your funder to understand the implications to your insurance cover.

Redress has been established to help right a wrong, and acknowledge harm, as an alternative avenue to a civil claims process.

Construction risks – material damage and liability insurance provides protection for physical loss or damage to construction projects and legal liability arising from their execution. This includes new erections, construction, alterations, testing and commissioning as well as protection during any defects liability period.
This cover is required because VMIA’s property and combined liability (public and products liability) policies exclude construction activities over $500,000 in value.

- Your organisation as the project principal
- Contractors and subcontractors
- Any other parties’ physical activities at the worksite.
What is covered?

- Section 1 - Material Damage:
- physical loss, physical destruction or physical damage to Insured Property – work in progress, construction materials, and specialised construction plant and equipment (when agreed) – occurring during the construction period or defects liability period.
- ‘Insured Property’ includes:
- permanent or temporary structures, materials and supplies
- temporary buildings, camp buildings, project buildings and all contents
- formwork, false-work, scaffolding, access platforms, hoardings and mouldings
- consumables, drawings, documents and electronic data. - Cover extends to anywhere within Australia whilst at the worksite, during pre-fabrication, in storage and during inland transit.
- Additional costs such as removal of debris, expediting expenses, emergency services expenses, temporary protection of property are also insured.
- Section 2 – Liability:
- Covers damages and compensation for third party personal injury, property damage and advertising injury sustained during the construction period or defects liability period.
- Cover extends to State insured entities (excluding municipal councils and associations) for related liabilities arising from Completed Operations and Products.

Cyber insurance covers your organisation for losses and expenses related to a breach to your network security and computer systems.

The Cyber Program has an increased limit of liability for all VMIA clients from 1 July 2024.
Who is covered?
Your department, agency (or hospital) and its directors, officers and employees.
Many organisations handle personal and corporate data, whether it’s employee profiles, health records, credit card information, sensitive demographic information or budget and funding information. In an ever-increasing legal and regulatory environment, our Cyber Insurance policy provides a risk transfer solution if your data is put at risk due to a cyber incident.
What's covered?
VMIA’s Cyber Insurance covers first-party expenses (incurred by your organisation in the event of a cyber incident) and third-party expenses (amounts your organisation is legally liable to pay to third parties, due to a cyber incident).
Protection for your organisation includes:
- Computer expert services
- Legal services
- Notification to affected persons and/or privacy regulators
- Call centre services
- Public relations and crisis management
- Credit monitoring or identity monitoring products
- Restoring or recreating impacted systems and data
- Business Interruption loss.
Protection for claims made by third parties includes:
- Defence of claims made by third parties due to a personal information data breach
- Legal liability to pay compensation
- Regulatory defence and penalties for a violation of a privacy law
- Failure to comply with a privacy policy

Reporting an incident
A Cyber Incident Response Service (CIRS) is available to all Victorian Government organisations. It’s a confidential service provided through the Department of Government Services (DGS).
Following this initial report to CIRS, organisations should notify VMIA of an incident as soon as possible.
What incidents should be reported?
- suspected or confirmed malware or ransomware phishing emails that reach government employees
- suspected or confirmed data breach
- theft, loss or unauthorised disclosure of personal data
- denial-of-service (DoS/DDoS) activity on a government system
- website defacement
- unauthorised use of government branding in phishing emails, and other forms of malicious cyber activity.
How do I report an incident?
To report an incident, you should:
Step 1:
Contact the Cyber Incident Response Service on 1300 CSU VIC / 1300 278 842 or email cybersecurity@dpc.vic.gov.au
Step 2:
Please lodge a claim via the VMIA portal(opens in a new window) or if you’re unable to access the portal due to the Cyber incident you should immediately notify VMIA on 03 9270 6900 or claims@vmia.vic.gov.au
For after-hours assistance, contact one of our partner organisations on 1300 135 790, who will provide support within an hour of a reported breach.
Cyber Insurance claims
As soon as you suspect any theft, loss, unauthorised disclosure of, or unauthorised access to information within your organisation, you should immediately notify VMIA. If this occurs outside working hours, please contact our partner organisation. The sooner we know about an incident, the more we can do to help.
Please include the following in your notification:
- a short description of the incident
- the date the incident occurred (if known)
- the date your organisation discovered the incident
- whether you’ve already engaged DGS’s Cyber Incident Response Service
- contact information for the designated breach coordinator.
Please don’t include any personally identifiable information or protected health information.
At this stage in your investigation, try to preserve all evidence and secure your IT systems.
A VMIA Claims Manager will respond to the notice and schedule a phone call to discuss the incident and preliminary investigation. Key stakeholders in your organisation (those who will be involved in investigating the incident) should be on this phone call, and at a minimum, your designated incident response coordinator.

Directors and officers liability insurance covers your organisation's directors and officers for third party claims arising from their actions and decisions while acting in an official capacity.
Defending these claims can be lengthy, expensive and often require additional resources. This policy features financial support throughout.

The 2.1 Fines and Penalties now clearly specifies that fines, penalties, liquidated damages, punitive damages, exemplary damages, aggravated damages or multiple compensatory damages are excluded, however this exclusion does not apply to the cover under 1.2.9 for an Insured Officer.
The addition of the 2.4 Industrial Action Exclusion intent is to clarify that any labour disputes initiated in relation to Employee Bargaining Agreement by a union on behalf of a collective body of employees is excluded, except where the Employee Bargaining Agreement forms part of an individual employment contract terms exclusion and conditions.

EmRePSS overview
The Emergency Resource Providers Support Scheme (EmRePSS) is an insurance program that covers an organisation or individual that provides their equipment, labour or professional services to a control agency during eligible emergencies.
In conjunction with the Office of the Emergency Services Commissioner, VMIA developed EmRePSS to ease the impact of insurable losses (property and legal) on private resource providers.
This scheme applies when a resource provider lends or hires resources for emergency-related tasks at the request of, and under the direction of, a control agency.
A control agency is a participating Victorian Government department or agency, which requests and directs specific tasks in the event of an eligible emergency.
EmRePSS will operate in eligible emergencies where:
- the resource provider is responsible to, or under the direction of, a control agency for emergency response activities
- supply is under an ad-hoc arrangement for reward or for loan — i.e. not under a pre-existing contract for the provision of emergency supplies or services to a state department/agency or a local government body.

An organisation or person that supplies equipment, labour, or professional services for the purposes of responding to an eligible emergency.

A control agency is a participating Victorian Government department or agency, which requests and directs specific tasks in the event of an eligible emergency.
An eligible emergency means an emergency that is responded to by an EmRePSS control agency, and which relates to the safety or health of persons in Victoria or property in Victoria. Eligible emergencies are also referred to in Table 9 “response control agencies” of the State Emergency Management Plan.
Claims
To start the EmRePSS claims process, log into the VMIA portal(opens in a new window) and submit a claim for any circumstances or incidents that might result in a potential claim as soon as possible. If in doubt, please report it.

Group personal accident insurance provides compensation to volunteers in your organisation for permanent or temporary bodily injury, as a result of an accident. This cover includes compensation for accidental loss of life.

- Weekly injury benefits payable for up to 24 months

This insurance provides a broad range of cover for School Councils and includes:
Property
Covers physical loss or damage to School Council property (including electronic equipment) as a result of fire, storm, vandalism, burglary and accidental damage.
School Council property covers:
- Buildings*, playground equipment, unregistered vehicles, leased office equipment, portable electronic equipment and all other contents (not otherwise insured) situated at the school
- Shade sails, solar panels, artificial playing surfaces and fencing
- Portable electronic equipment anywhere in Australia
- Money - up to $10,000
- Glass - replacement value
- Business interruption - up to $100,000
- Cost of re-writing records - up to $10,000.
*Buildings refers to over entitlement buildings that are partially/or fully owned by the school council.

2025 – 2026 Policy updates
As of 1 July 2025, the travel policy will be updated to include three categories: Interstate, Intrastate International, and travel. Intrastate travel will specifically cover journeys within Victoria and will have different insurance premiums compared to Interstate and International travel.
The Travel policy covers students and teachers for medical treatment, emergency medical evacuation, flight cancellation or lost luggage during overseas, interstate and intrastate (beyond 50km) school trips (excursions, camps, study trips).

Covers damage to motor vehicles and motorcycles owned or leased by the Insured Persons while parked in the school’s car park. Claims under this cover are to be submitted directly to VMIA.
Motor – Loss of No Claim Bonus
Covers loss of ‘no claim bonus’ and ‘excess’ for designated staff and volunteers in the event of an accident where their comprehensively insured private vehicle was being used on authorised school business anywhere in Australia. Claims under this cover are to be submitted directly to VMIA.
How to make a claim
- School Councils should log into the client portal(opens in a new window) and submit a claim as soon as possible for any circumstances or incidents that might result in a potential claim. If in doubt, please report it.
- For all School Council insurance claims, which include Motor — Special Contingency Damage and Motor — Loss of No Claim Bonus (see below for claims relating to motor vehicle accidents involving school-owned vehicles) please log in to the client portal and follow the steps to submit a claim.
- For motor vehicle accident claims involving school-owned vehicles, please login to the client portal and you’ll be directed to Zurich Insurance Group’s website. When making a claim, please quote the claims reference number - 32 VMIA002 GFT.
- If your vehicle needs towing, please call the Zurich Claims Team on 1800 611 372 (available 24 hours, 7 days a week).
